The Daytona Beach News-Journal: "A 2001 report from the U.S. Commission on Civil Rights found that, statewide, blacks were 10 times as likely to have their votes rejected at the polls and that black voters' ballots were disproportionately rejected in Florida's 2000 presidential elections. Some of those rejections, they suggested, violated the Voting Rights Act."
